## How we count {#how-h}
- A state or county counts when at least one record in the dataset names it; DC counts as a state. Counties are matched by their five-digit FIPS code, so a county that appears in two datasets is one county. County equivalents (Louisiana parishes, Alaska boroughs, Puerto Rico municipios) count as counties.
- Federal court districts and metro areas are counted the same way, from the records, when a dataset uses them.
- The period is the span of dates the dataset reports. For rule libraries it is the date the rules were read at the official source.
- Figures are computed when the site is built, never typed by hand, so they follow the data.

## Questions about coverage {#faq-h}

**How is a state or county counted as covered?**

A place counts when the dataset has at least one record that names it. We count the places straight from the published records every time this page is built, so the figures change on their own when a dataset grows.

**Does covered mean the data is complete?**

No. It means there are records for that place. Each dataset has its own page with the method, the sources and the limits in plain words; read it before you rely on a figure.

**Can I reuse the data?**
