How we checked each rule
- P Primary source
- We read the rule, statute, court order, bar page or regulator page itself.
- S Secondary source
- A summary or quotation of the rule by a legal-marketing firm, law firm or tracker. We check it against the official text before relying on it for a client.
- D ABA model default
- The state’s own text isn’t checked yet, so the ABA Model Rule or our national default applies until it is.
- U Open question
- Unknown or unsettled; a lawyer must answer it.
Arizona changed the business of law in 2021. Since then it has allowed referral fees, flat or percentage, and licensed law firms that nonlawyers own. Ads aren’t filed, an ad needs only the firm’s name and contact details, and no waiting period applies. For an Arizona firm, the result is a market where some competitors can do things that firms in other states can’t, and where clear, checkable ad copy matters more than paperwork.
Not legal advice. We summarize Arizona’s rules for marketing planning. The State Bar of Arizona and the Arizona Supreme Court apply them, and the rules change. Before relying on any of it, ask your own lawyer.
Arizona rules in plain English
Each rule shows its verification code: P for a primary source we read, S for a secondary summary, D for the ABA-model default (what the codes mean).
Filing: none since 2021
Arizona removed solicitation filing and the “advertising material” label in 2021, and ads aren’t filed.
Verification: P, primary source · State Bar of Arizona · IAALS overview (secondary)
What every ad must say
The firm’s name and contact information (ER 7.1).
Verification: P, primary source · State Bar of Arizona
Contact with prospective clients
No waiting period found. In-person, phone and real-time contact with people who didn’t ask are banned (ER 7.3).
Verification: P, primary source · State Bar of Arizona
Results and “specialist”
“Certified specialist” only with the certification; “specialize” is fine when true. A results disclaimer isn’t required but is recommended, and identifying a client’s case needs the client’s consent.
Verification: P, primary source · State Bar of Arizona
Referral fees and nonlawyer-owned firms
Since 2021, referral fees are allowed, flat or percentage, and nonlawyer-owned law firms are licensed as alternative business structures. A firm needs the client’s consent before telling a referral source that the person became a client. Licensed alternative business structures rose from 114 to 151 between December 2024 and January 2026 (Arizona Supreme Court), and since December 31, 2025, each must serve, at least in part, people located in Arizona (Administrative Order 2025-241).
Verification: P, primary source · Arizona order materials
Ads in other languages
Arizona’s guidance has no ad-language rule that we found, but Spanish and Navajo ads still carry their required statements in that language, our default.
Verification: D, default · State Bar, reviewed
Call recording: one-party consent
Verification: S, secondary source · Recording laws by state, 2026
Telemarketing
Telemarketers register and post a bond (A.R.S. §44-1271 to -1278), enforced by the Attorney General only.
Verification: S, secondary source · Mini-TCPA tracker
Privacy
Arizona has no comprehensive consumer privacy law in force.

What this means for your SEO and ads in Arizona
Who you’re competing with
Arizona’s 2021 changes mean the firm bidding against you can be owned by nonlawyers, can pay for referrals, or can be an Arizona entity of a national lead network. Those arrangements aren’t allowed in the same form in Texas, Florida or California. Two practical effects:
- Expect competition for injury keywords in Phoenix, which was among the ten largest local legal advertising markets by spend in ATRA’s 2024 report.
- Win on what you can prove. When rivals buy volume, a firm that knows what each signed case cost can bid where its cases actually come from.
Our own pricing doesn’t change in Arizona: flat fees, never a share of fees, never per lead or per case, even where the rules would allow it.
Ads and pages
- The rule is light: firm name and contact details. We still put the responsible lawyer and the office city in every ad, as everywhere.
- Add the recommended results disclaimer. It isn’t required, but it costs little next to a results claim.
- Get written consent before naming a client’s case on a results page or in an ad.
- “Certified specialist” only with the certificate. “Focuses on” and “specializes in”, when true, are fine.
Spanish and Navajo
In the Yuma metro the share is 53.3%, more than half of residents. Arizona also has the second-highest share of Navajo speakers of any state, 1.1% (Census, below). Google now shows Spanish ads for Spanish searches and English ads for English ones, after a September 2026 change (Google), so Spanish campaigns in Phoenix, Tucson and Yuma need Spanish ads and Spanish-speaking intake.
Languages in Arizona
| Language spoken at home | Share of residents | Of its speakers, English less than “very well” |
|---|---|---|
| Spanish | 19.1% | 34.1% |
| Navajo | 1.1% | 24.1% |
| Chinese (including Mandarin and Cantonese) | 0.50% | 47.2% |
| Tagalog (including Filipino) | 0.41% | 24.4% |
| Arabic | 0.36% | 32.0% |
| Any language other than English | 25.9% |

Questions for your counsel
- Does the firm’s consent process for naming a client’s case meet the State Bar’s guidance?
- Does Arizona’s telemarketer registration and bond reach any of the firm’s callbacks?
How Probative works in Arizona
- Flat fees here too. Arizona would allow referral fees and percentage deals; we use neither, in Arizona or anywhere.
- Your attorney approves every ad; there’s no filing.
- Callers from California and Nevada reach Arizona firms, so every tracked line opens with a recording notice.
Probative works with law firms in every state from day one, remotely and in person; travel terms are on the pricing page. Your attorney approves every ad before it runs, and where a state requires a filing, we prepare it and your attorney files it. Every Monday you see what each signed case cost, counted from your own records under The Probative Standard. The lawyer advertising rules by state table compares every state.
Questions firms ask
- Do Arizona lawyers have to file their ads?
- No. Arizona removed solicitation filing and the “advertising material” label in 2021, and ads aren’t filed.
- Can Arizona lawyers pay referral fees?
- Yes. Since 2021 Arizona allows referral fees, flat or percentage, and licenses nonlawyer-owned law firms (alternative business structures). The firm needs the client’s consent before telling a referral source that the person became a client.
- Can an Arizona lawyer say “specialist”?
- “Certified specialist” is allowed only with the certification. “Specialize” is fine if it’s true.
- Does an Arizona ad need a results disclaimer?
- It isn’t required, though one is recommended, and the firm needs the client’s consent to identify a case.
- Is Arizona a one-party consent state for recording calls?
- Yes, by the 2026 guide we use. Tracked lines should still open with a recording notice for callers in all-party states such as California and Nevada.
