Local Services Ads are Google’s pay-per-lead ads for lawyers: the listings with the “Google Verified” badge at the top of many local searches. We run them as a system. Every lead is rated, every missed call is caught, hours and budget are tuned, and every lead is matched to a signed case in your own records.

The system comes inside every package, because each one includes search. You can also buy it on its own, priced by the band of ad spend we manage.

How Local Services Ads decide who shows

Google’s own help pages describe three groups of factors (Google):

  1. Your bid: the most you are willing to pay for a lead.
  2. How likely a lead is to turn into business, including your responsiveness. Google says plainly that “missed calls may negatively affect your responsiveness.” It also weighs how relevant your firm is to the search, the time and place, and whether people can message or book as well as call.
  3. Profile quality: your rating, number of reviews, average response time, high-quality images and the verification checks you have completed.

Two of those three are about how your firm behaves after the ad shows. That is why a Local Services account can’t be run from the ad dashboard alone.

Missed calls now cost money

Since October 1, 2026, Google can bill a missed call during your listed business hours when the caller stays on the line more than 20 seconds (Google). In Clio’s 2024 secret-shopper study of 500 law firms, only 40% answered the phone (Clio, via 2Civility). For many firms, that combination means paying for calls nobody took, and losing rank for them at the same time.

So the first thing we check is simple: do the hours you list match the hours someone really answers? If not, we fix the hours, the coverage, or both, before we touch the budget.

Our growth system: five parts

1. Every lead rated within 48 hours

Google lets advertisers rate their Local Services leads and report problems (Google Ads API). We rate every lead within 48 hours, from your intake records, so Google gets accurate feedback about which leads were real. Credits for invalid leads are now reviewed automatically (Google); we track which ones arrive.

2. Every missed call caught

  • Alerts within 5 minutes, during business hours, to the person you choose, with the caller’s number and the time, so someone can call back while the person is still looking.
  • A monthly audit of billed missed calls, set against your listed hours and your staffing, with a plain recommendation: change the hours, add cover, or both.
  • Hours that match reality. We list only the hours your phones are covered, in each language you advertise.

A sample of Local Services calls is graded each month on a written rubric: how fast the call was answered, whether the right questions were asked, whether a next step was booked, and whether the caller was served in their language. Every tracked line opens with a recording notice, because several states require every party’s consent to record (see intake monitoring). Scores go to your intake manager as coaching, not to the partners as a scoreboard, unless you decide otherwise.

4. Hours, categories, areas and budget tuned to signed cases

Every change is judged by what signs, not by lead volume:

  • Categories. Google’s US lawyer categories include bankruptcy, criminal, DUI, disability, estate, family, immigration, labor, personal injury and others (Google). We turn on the ones that sign cases for you and leave off the ones that don’t.
  • Service areas. We trim areas where leads arrive but rarely sign, and keep the ones that pay.
  • Budget. Budget moves weekly, toward the lines with the lowest cost per signed case, and away from lines intake can’t cover.
  • Profile quality. Real photos, complete verification, and a steady review process that asks every client the same way.

5. Every lead matched to a signed case

Each Local Services lead carries a lead ID. We store it in your CRM, so when the case signs, the Monday report can credit Local Services with it. Under The Probative Standard, a Local Services lead ID is among the strongest evidence of where a case came from. You see Local Services in English and in Spanish on their own lines, with a cost per signed case once a line has at least 5 signed cases.

The platform is changing

  • Badge and guarantee. Google now shows a single “Google Verified” badge, and its Money Back Guarantee ended for requests after December 7, 2025 (Google).
  • Performance Max. Google is moving Local Services into Performance Max, and the old history doesn’t migrate (Google). We export your history before the move and rebuild in the new format.
  • No value uploads, for now. Local Services doesn’t accept the signed-case values we send to Google search campaigns. Until it does, the levers are lead ratings, budget, categories, hours, areas and responsiveness. When migrated campaigns let us set conversion goals, we will fold Local Services into the same value model and say so in your report.

Ethics and policy notes

  • Your firm is the advertiser. The account is in your name, on your payment method. Google’s screening checks each lawyer’s license (Google).
  • No passing leads. Google’s policies bar Local Services advertisers from selling or passing on leads (Google). We never sell, share or route a lead, and no lead ever goes to another firm.
  • “Speaks Spanish” only when true. List a language only if someone can serve the caller in it during ad hours. California, for one, limits claims about serving clients in another language (State Bar of California).
  • Your attorney approves the profile text. It is advertising, and your state’s rules apply to it.
  • We never call your intake lines to “test” Local Services. A test call through Local Services can create a billed lead. Test calls happen only through your own tracked lines, with your written consent.

How it changes by practice

  • Personal injury: the biggest Local Services category for many firms, and the one where a missed call costs the most.
  • Criminal defense: criminal and DUI categories, where after-hours coverage decides who gets the call.
  • Family law: the family category, with discreet callbacks.
  • Estate planning: the estate category, where reviews and responsiveness carry weight.
  • Employment law: the labor category, with careful screening of job seekers.
  • Immigration: the immigration category, where language coverage matters most.
  • Lemon law: no dedicated category, so search ads usually do the work.

Local Services does more alongside Google search ads and a strong Google Business Profile, and it depends on your phones: see intake monitoring.

Questions firms ask

Why does Google bill us for missed calls now?
Since October 1, 2026, Google can charge for a missed call to your Local Services Ads during your listed business hours when the caller stays on the line more than 20 seconds. The fix is not a setting. It is answering, and listing only the hours your phones are really covered.
Can you get credits for bad leads?
Google now reviews lead credits automatically. What a firm can do is rate every lead, quickly and accurately, and keep records. We rate every lead within 48 hours and track which credits arrive, so you can see where your money went.
Why run Local Services Ads and Google search ads together?
They sit in different places on the results page and reach people at different moments, and they compete for the same searches. Running both from one plan lets us move budget to whichever signs cases for less, line by line, in the Monday report.
What happens when Local Services moves into Performance Max?
Google is moving Local Services into Performance Max, and your old Local Services history doesn't move with it. We export your history first, then rebuild budgets, service areas and goals in the new format, so nothing you learned is lost.
Does the Google Verified badge mean Google endorses our firm?
No. It means Google's screening checks were passed, such as licensing. We never write ads or pages that imply Google recommends your firm.
Is there a Local Services category for every practice?
No. Google's US list covers many lawyer categories, including personal injury, criminal, DUI, family, estate, immigration, labor, bankruptcy and disability. It has no lemon-law category, for example. We check what fits your practices before spending a dollar.
