Results, testimonials and “specialist” claims Marked D: we haven’t checked this state’s own text on results, testimonials and specialist claims, so the ABA Model Rule default applies until we do. In practice: results only if truthful and given in context; “certified specialist” only through an approved body that the ad names. ABA Model Rule 7.2 and its comments D ABA model default
Referral services and lead generators Marked D: the ABA Model Rule default applies until we check the state’s text. Lawyers may pay reasonable advertising costs and a qualified referral service’s usual charges, never for a recommendation; lead generators are allowed only if they don’t recommend the lawyer, imply a recommendation or split fees. How we checked each rule

P Primary source
We read the rule, statute, court order, bar page or regulator page itself.
S Secondary source
A summary or quotation of the rule by a legal-marketing firm, law firm or tracker. We check it against the official text before relying on it for a client.
D ABA model default
The state’s own text isn’t checked yet, so the ABA Model Rule or our national default applies until it is.
U Open question
Unknown or unsettled; a lawyer must answer it.

Minnesota’s lawyer-ad rules are short, by our secondary source: no filing, a name and contact details, and no waiting period found. Its language picture is not. Minnesota has the highest shares of any state of people who speak Amharic, Somali and related languages, and of Hmong speakers, and they rank first and second after Spanish. A comprehensive privacy law took effect in 2025.

Not legal advice. Minnesota hasn’t been checked against its primary rule text in our library yet. Use this page to plan, and confirm with counsel.

Each rule shows its verification code: P for a primary source we read, S for a secondary summary, D for the ABA-model default (what the codes mean).

Defaults

Claims, referral payments and non-English ads are D. A Minnesota ad states results in context, uses “certified specialist” only with a named certifier, pays for advertising but not recommendations (ABA Model Rule 7.2), and puts required statements into Somali, Hmong or Spanish when the ad is in those languages.

Recording, texting and privacy

One-party recording (S · guide); no texting law with private suits (D · tracker); the Minnesota Consumer Data Privacy Act (2025), at 100,000 consumers or 25,000 plus data-sale revenue (S · chart).

What this means for your SEO and ads in Minnesota

Somali and Hmong intake

About 42% of Minnesota’s Amharic, Somali and related-language speakers and 40% of its Hmong speakers report limited English. For an injury, employment or immigration practice in the Twin Cities, a Somali- or Hmong-speaking intake contact and pages written by native speakers can matter as much as Spanish. Build the intake first; ads in those languages only make sense once someone can answer them.

The Twin Cities cross into Wisconsin

The Minneapolis-St. Paul metro reaches western Wisconsin, which files targeted solicitations within 5 days (Wisconsin). Duluth is shared with Wisconsin too, and Fargo and Grand Forks with North Dakota, while Sioux Falls is mostly in South Dakota.

Privacy since 2025

Website visitors count toward the 100,000-consumer threshold. Tags wait for consent, intake forms ask only what’s needed, and ad platforms get no injury details.

Spanish

Spanish speakers are 4.5% of residents age 5 and older, and 41.2% report limited English. The Minneapolis metro’s share is 4.7%, close to the state’s.
