What is a federal civil filing?

When someone sues in a federal district court, the court opens a civil case. The U.S. Courts count those new cases for each 12-month period and print them two ways: for each of the 94 districts by broad case type (Table C-3), and for the whole nation by about 100 natures of suit (Table C-2). State courts, where most injury, employment and family cases are filed, are not in these tables.

What did we find?

  • Filings jumped, and almost all of the jump is one kind of case. Immigration-detainee habeas corpus petitions went from 1,056 to 56,146, 76.9% of the 71,618 increase. Without them, filings were 302,913, 5.8% above the 286,385 a year earlier.
  • Product-liability filings fell. There were 33,147, 12.2% below the 37,743 a year before. Health care and pharmaceutical cases are 49.2% of them: 16,316, down 16.9%.
  • Injury filings gather in the courts that host mass-tort dockets. The 15 districts whose product-liability MDL dockets hold at least 1,000 pending actions in all (court report of October 1, 2026) received 73.7% of the nation’s private “other personal injury” filings, but only 38.1% of all private civil filings.
  • The largest jump in that group is the Northern District of Florida. Its “other personal injury” filings went from 614 to 5,727. The District of South Carolina had the most, with 5,966.
  • Employment suits keep growing. Civil rights employment filings rose 12.4% to 15,797, disability-discrimination (ADA) employment filings rose 19.3% to 3,892, and wage-and-hour (Fair Labor Standards Act) filings rose 13.6% to 5,634.
  • Social Security disability suits rose 37.5% to 10,565, and Supplemental Security Income suits rose 34.9% to 8,322.
  • Consumer credit filings rose 37.8% to 12,342. That is the Courts’ own category; the tables do not list the Telephone Consumer Protection Act on its own line.
  • The busiest districts by civil filings were the Central District of California (21,645), the Northern District of Illinois (16,477) and the District of New Jersey (15,989).

Which districts get the most cases?

Every district’s count for the 12 months ending June 30, 2026, busiest first, with the filings that are not immigration-detainee petitions, the large injury, civil rights and labor groups, and the pending actions in product-liability MDL dockets the court hosts (court report of October 1, 2026). Being named in a district is not a finding about anyone.

Source: Table C-3, stfj_c3_630.2026.xlsx. The 94 districts add up to the Courts’ Total row, 359,059, in every column.

How did we build it?

We download Tables C-2 and C-3 from uscourts.gov as the Courts publish them. A script reads each .xlsx file, and a table counts only if it passes our checks: the 94 districts add up to the Total row in every column, every circuit adds up to its districts, the five bases of jurisdiction add up to each row, and every group adds up to the rows under it. 16 periods from December 2017 to June 2026 passed. The history keeps every period.

  • A filing is a case, not a person. One case can name many people, and state-court cases are not counted.
  • The Courts print broad groups, not case codes. The district table has 33 groups and the national table about 100 natures of suit. The Telephone Consumer Protection Act, for example, is not listed on its own line.
  • Prisoner petitions are kept apart. We do not count them in any injury, employment or consumer group.
  • Cases filed straight into an MDL count in the court that hosts it, which can raise a district’s count. The MDL column comes from a different report and date.
  • Gaps are left as gaps. The Courts published no Table C-3 we could find for the 12 months ending December 31, 2020 and 2024, and the table for December 31, 2017 has no private-case columns, so districts have no figure for those periods. The national figures for those dates come from the prior-year column of the next table. The June 30, 2019 table leaves one Total cell empty; its district figures add up and are kept.
  • A dash in the Courts’ table means no cases. We read it as zero. Percent changes on counts under 20 are flagged in the data.
  • Counts only. We name districts and case types, never a firm or a lawyer.
  • Not legal advice, and not a list of cases anyone should join.

The full history has every district and case type in every period, with the file and checksum each came from: the file list, one CSV per year, and the national table.

Not legal advice. These are counts from the U.S. Courts’ published statistics, kept for marketing planning. A filing is a civil case commenced in a federal district court, not a person or a client. Check the Administrative Office’s current tables.

Questions about federal civil filings

How many civil cases are filed in federal court each year?

In the 12 months ending June 30, 2026, the federal district courts recorded 359,059 civil cases, against 287,441 in the 12 months ending June 30, 2025. Without immigration-detainee petitions the figures are 302,913 and 286,385.

Why did federal civil filings jump?

Habeas corpus petitions from people held by immigration authorities rose from 1,056 to 56,146. They are 76.9% of the increase in all civil filings. They are not injury, employment or consumer cases.

How many product-liability cases are filed in federal court?

33,147 in the 12 months ending June 30, 2026, 12.2% fewer than the 37,743 a year earlier. Health care and pharmaceutical cases were 16,316 of them. Many of these cases are part of MDLs, which are tracked in our MDL tracker.

Which federal district gets the most civil cases?

The Central District of California, with 21,645 civil filings, then the Northern District of Illinois (16,477) and the District of New Jersey (15,989). The Western District of Texas and the Eastern District of California lead in immigration-detainee petitions (6,109 and 5,092), so check the column that leaves them out.

Does a filing count people, and does it include state courts?

No on both. A filing is one civil case opened in a federal district court. One case can name many people, and most injury, employment and family cases are filed in state courts, which this data does not cover.

Where does this data come from?

From Tables C-2 and C-3 of the Administrative Office of the U.S. Courts’s Statistical Tables for the Federal Judiciary, downloaded from uscourts.gov. A table counts only if its rows add up to the Courts’ own totals; tables that do not add up are left out. We add each new table when the Courts publish it.

Can I reuse this federal filing data?

Yes. It is free under CC BY 4.0. Credit Probative with a link to this page. The full history by district is free to download too.
