Data · Veterans' representation

VA-accredited attorneys and claims agents per veteran, by state

How many attorneys and claims agents the VA has accredited, where their offices are, how many veterans each state is projected to have, and how the Board of Veterans' Appeals decided appeals by type of representative. Counts only, from the VA's own lists and tables: no person is named.

What is in this dataset?

How many attorneys and claims agents the U.S. Department of Veterans Affairs has accredited to help with benefit claims, counted by the state (and, in the county file, the county) of each person's business address, against the VA's own projection of living veterans (VetPop2023, rounded to the nearest 1,000). One record per state, DC, Puerto Rico and territory, one for the United States and one for people whose list entry shows no US state, each with attorneys, claims agents, veterans per accredited attorney, accredited attorneys and agents per 100,000 veterans, the number accredited in the last 12 months and how many counties have none. Records for the Board of Veterans' Appeals add its decisions in fiscal year 2024 by outcome and by type of representative. The VA's lists name every person; only counts are read, and no name, phone number, registration number or ZIP code is published.

Use it to see where VA-accredited attorneys and agents have offices compared with the veterans a state is projected to have, which counties have none, and how many were accredited recently, before you plan veterans' benefits marketing. Look up your state: the record gives the counts, the ratios and the history since this dataset began. The count is by business address, so it shows where offices are, not how many veterans each person serves, and the veteran counts are a projection.

Where does the data come from?

The VA Office of General Counsel's two complete lists (attorneys and claims agents) are downloaded with the same single form POST the page's Download button sends, parsed in memory and counted by the state in each business address, by county (the ZIP code's county in the Census ZCTA-to-county file) and by year accredited, then discarded; no name, phone, registration number or ZIP code is stored. Counts must add up to the lists' row counts, county counts to each state, and three states are matched against the VA's own search form. Veterans are VetPop2023 county rows (which add up to its state table) at the latest September 30, rounded to the nearest 1,000. The Board's table rows must add up to its grand total and its decision count.

Not legal advice. These are counts of people on the VA's public accreditation lists and of Board of Veterans' Appeals decisions, kept for marketing planning. An accreditation is the VA's permission to help with claims, not an endorsement or a measure of quality, and the counts say nothing about any veteran's claim. Deadlines and fees are for your own counsel.

What are the limits?

  • The count is by the state of each person's business address. An accredited attorney or agent can help a veteran in any state, so the ratios show where offices are, not how many veterans each person serves.
  • An accreditation is the VA's permission to help with claims. It is not an endorsement or a measure of experience, results or fees.
  • Veterans service organizations also have accredited representatives; they are not counted here.
  • The veteran counts are the VA's projection (VetPop2023) for the latest September 30, rounded to the nearest 1,000. Rows below 5,000 veterans are flagged as noisy.
  • A county is the one holding most of the land area of a person's business ZIP code. A few people cannot be placed in a county; they count in their state only. Connecticut, Puerto Rico and the island territories have no county rows.
  • The Board of Veterans' Appeals rows are Board-wide counts for fiscal year 2024 and do not show that a type of representation changed an outcome.
  • Records older than 45 days since their last check are marked stale in the files until we re-check them. Every confirmed error we fix is listed in the data corrections log.
