State civil-rights complaints

How many discrimination complaints and charges state agencies say they handle, in their own words. Each row is one figure from one state document, with the link and the exact sentence it comes from, re-checked against the document each time we refresh.

Checked October 28, 2026 · CC BY 4.0 · Not legal advice

What is in this dataset?

Complaint and charge counts that state civil-rights agencies print in their own annual reports or publish as open data, one row per figure with the document's URL and a verbatim quote: California Civil Rights Department (2024 intake forms and immediate right-to-sue requests), Illinois Department of Human Rights (charges received and employment charges in fiscal year 2024, charges docketed in 2025) and the Pennsylvania Human Relations Commission (allegations in employment complaints, fiscal years 2021-22 to 2024-25 and the part of 2025-26 so far). Each quote is re-checked against the document, and each Pennsylvania figure against the portal's own aggregate. States that block the fetcher or publish no count are not included.

Use it to see how much discrimination-complaint activity state agencies handle beyond the federal EEOC charges, and to quote a state's own figure with its source. The units differ by state (intake forms, charges received, charges docketed, allegations) and the table says which; do not add them across states.

Where does the data come from?

Each figure is read once from a state agency's annual report or open-data table; the report's wording around the number is stored as a verbatim quote and re-checked against the live document at each refresh, and open-data figures are re-queried from the portal's own aggregate.

Not legal advice. These are counts state agencies publish, kept for research and marketing planning. A complaint or charge is not a finding that discrimination happened; rights and deadlines are for your own counsel.

What are the limits?

  • Three states so far. Other states are not included: a state is built only when its agency prints a count we can fetch and quote.
  • The units are not the same across states or years: California's figure counts intake forms (housing and other areas included), Illinois counts charges received in one year and charges docketed in the next, Pennsylvania counts allegations, and one complaint can carry several. Do not add or rank them.
  • These are the state agencies' counts, not the federal EEOC's, and they overlap with the federal numbers: a charge filed with both is counted by both. They say nothing about whether discrimination happened.
  • A figure is the agency's count in its report. We do not adjust it, and a later report may revise it; the correction log shows any change we make.
  • Pennsylvania's latest fiscal-year row covers only part of the year, through the end of April.
  • Records older than 400 days since their last check are marked stale in the files until we re-check them. Every confirmed error we fix is listed in the data corrections log.

We use this to send your video and to reply to you.

We use what you send to reply and to send a few short follow-up emails (unsubscribe any time). To learn which of our ads work, we tell Google, Microsoft and Meta that a request came in, with the ad you clicked (if any) and a hashed copy of your email and phone (a code the platforms can still match to you), never your message.
